It is the control cab for the rail train which is on the rear of the train. They lay the new ribbon rail in the center of the road bed and also use it to load the old ribbon rail back on the train. The welder is also here to weld the sections together.

I believe that cab on the last car has something to do with the ribbon rail cars that are on this train. When i worked for Burlington Northern back in the 70's they were just starting to use ribbon rail. Back then they use to unload the rail by tying one end to a locomotive and then moving the train to unload the rail. that cab is now what they use to unload the cars. Thanks for the videos, i look at them everyday. Critter
