Looks like a specific work train, geared to install tubing at end of train. Just guessing, really.

Hi James, my name is Joe. I'm a conductor for NS out of Baltimore. This is a high and wide train. At least the first block of caterpillar equipment is destined for Dundalk Marine Terminal for overseas export. USUALLY this train symbol is 62a or 058. Nearly all the Caterpillar equipment or John Deere stuff is destined for Dundalk Marine Terminal. Hope this helps!
